The Coldry process is a patented coal upgrading technology while the Matmor intellectual property encompasses environmentally conscious brown coal-based and iron making technologies.

The government approval sets up demonstration and pilot stage operations for Coldry and Matmor technologies, respectively.

This will be achieved via a tripartite collaboration agreement with Neyveli Lignite
Corporation (India’s largest lignite miner and power generator) and NMDC (India’s largest iron ore miner).

The parties are currently working to confirm scheduling of key personnel for a signing ceremony to be held in India at the earliest mutual availability.

The agreement is expected to lay out the key activities needed to move forward with Coldry and Matmor development via an integrated project approach while allowing appropriate flexibility around key decisions involving business structures, investment, including timing and methods, and post-project ownership options.

Environmental Clean Technologies progress working with public sector undertakings in India is believed to be positioning the company for becoming a truly global company offering global engineering solutions.

The company has been invited to submit a response to the Request for Proposal.

The Australian and Victorian governments are seeking proposals from companies interested in developing pre-commercial demonstration scale, coal upgrading processes for raw lignite.

The Request for Proposal response is due by mid-March 2013, with finalisation of a funding agreement slated for September 2013.

Earlier this year, the State Government said it would open up Victoria's vast brown coal (lignite) reserves for export, if a company is able to develop technology to allow it to be dried and transported safely.

Victorian Coldry Project

Coldry has been developed in Victoria specifically to economically dry high moisture lignite.

The coal drying technology uses a low temperature and low pressure process, and when applied to lignite and some sub-bituminous coals, the relatively simple Coldry beneficiation process produces a black coal equivalent in the form of pellets.

Coldry pellets have equal or superior energy value to many black coals and produce lower carbon dioxide emissions than raw lignite.

Environmental Clean Technologies began its design for tender for a commercial demonstration plant and subsequent 2 million tonne per year commercial plant in October 2011.

The first stage of the Coldry plant will involve a pre-commercial demonstration module of about 170,000 tonnes per year capacity to mitigate scale-up risk.

Following the successful demonstration of technical and financial feasibility, the plant can then expand to 2 million tonnes capacity in the medium term.

Long term, the potential to expand to 20 million tonnes a year exists subject to additional rail and port capacity being provided.

Planning, approvals, procurement and construction are expected to progress during 2013, with completion of construction and subsequent commissioning and optimisation during 2014.

Environmental Clean Technologies recently undertook a $2.5 million bond placement to ensure the delivery of the balance of the Design for Tender program and other pre-construction engineering works associated with the development and delivery of the Coldry technology.

The Strategic Deliverable Bond is a no interest, convertible bond that was placed with engineering development partner ARUP.

This will ensure the delivery of the balance of the Design for Tender program and other pre-construction engineering works associated with the development and delivery of the Coldry technology.

The coal drying technology uses a low temperature and low pressure process, and when applied to lignite and some sub-bituminous coals, the relatively simple Coldry beneficiation process produces a black coal equivalent in the form of pellets.

Coldry pellets have equal or superior energy value to many black coals and produce lower carbon dioxide emissions than raw lignite.

The 12-month bond provides Environmental Clean Technologies the option to satisfy Arup invoices with cash.


Advanced Lignite Demonstration Program

Environmental Clean Technologies has also submitted a detailed expression of interest for part of a $90 million government funding package, which has been designed to accelerate the development and commercialisation of new lignite upgrading technologies in the Latrobe Valley.

An independent panel appointed by the Department of Primary Industries will review the expression of interest, and advise the company of the outcome in mid-December 2012.

Shortlisted applicants are then required to submit a detailed application by mid-March 2013.

This adds to the patents already issued in Australia, the U.S., China, New Zealand and Europe.

Patent applications are also advancing to the final stage in India and Brazil.

In further positive news for the company today, Environmental Clean Technologies has also received a $1.3 million cash rebate from the Australian Government for research and development expenditures in the 2012 financial year.

This is substantially more than previous years due to the company’s increase in activities in the area of technology development and the removal of the cap on eligible expenditure by the Federal Government. 

The increase in technology development activities is largely due to Environmental Clean Technologies’ plans to develop a detailed design for the Coldry technology at commercial scale.

The company’s Design for Tender work program is continuing, and dovetails with its submission for the combined State and Federal Government funding support initiative, the Advanced Lignite Demonstration Program.

R&D work undertaken during the current 2013 financial year, including completion of phases two and three of the Design for Tender, is expected to be of similar value to the work undertaken last financial year.

Europe is the world’s highest lignite utilising region, with the top five lignite using countries in the region accounting for an annual consumption of 395 million tonnes.

Australia’s yearly usage is only around 65 to 70 million tonnes by comparison.

Environmental Clean Technologies has already secured patents in the United States and Australia.

Extension of FAST Finance facility

Environmental Clean Technologies previously accepted a “FAST Finance” loan through Greenard Willing, against the anticipated $1 million from the R&D tax concession due in October/November 2012.

As a result of the extensive work completed on the design for tender, the R&D tax concession has been lodged with a value of $1.3 million.

Accordingly, Environmental Clean Technologies has exercised an option to “top up” the FAST Finance facility by receiving an additional $300,000, on matching terms to the original facility.

The additional funds have a term of six months and will be repaid in full from the R&D tax rebate fund.

Company shares were up 15.4% to an intra-day high of A$0.015 just after midday (AEDT), with 5.6 million shares changing hands.

Environmental Clean Technologies plans to place 300 million shares and 300 million listed options, exercisable at $0.02 on or before 16 January 2014, with Monash Capital, making them a cornerstone investor.

Upon completion of the placement, which will take the number of Environmental Clean Technologies shares on issue to about 1.6 billion, Monash will hold around 19% of the currently issued capital.

The Coldry Commercial Demonstration plant will be built in the Latrobe Valley to prove the economics of Coldry production in Victoria.

Coldry is a coal drying technology using a low temperature and low pressure process.

The company’s patent application can now progress to final examination and granting of the patent is expected within the next six to eight weeks.

In late 2009, Jott Australia lodged an opposition to the granting of the full Patent by IP Australia based on the grounds of “lack of novelty”.

Coldry is a coal drying technology using a low temperature and low pressure process.

When applied to lignite and some sub-bituminous coals, the relatively simple Coldry beneficiation process produces a black coal equivalent in the form of pellets.

Coldry pellets have equal or superior energy value to many black coals and produce lower carbon dioxide emissions than raw lignite.

Besides the pending Australian patent, Environmental Clean Technologies also has patent applications in progress in Europe, Brazil and India.

The company already holds patents in China, the U.S., New Zealand and Canada.

Coldry is a coal drying technology using a low temperature and low pressure process.

When applied to lignite and some sub-bituminous coals, the relatively simple Coldry beneficiation process produces a black coal equivalent in the form of pellets.

Coldry pellets have equal or superior energy value to many black coals and produce lower carbon dioxide emissions than raw lignite.

The deal will see K-Coal target the large and growing thermal coal consumer industry in Korea.
